Corruption Engulfs Provincial Highway Department Projects: Millions Wasted on Substandard Road and Wall in Tharoshah
Tharoshah (Correspondent):
A wave of public anger has erupted in Tharoshah after a recently constructed road and protective wall collapsed only weeks after their completion. The project, initiated by the Provincial Highway Department in Naushahro Feroze district and costing millions of rupees, was meant to strengthen infrastructure near the Darbelo Minor canal. However, due to the use of substandard materials and poor supervision, the road began to crumble and the retaining wall, designed to prevent erosion, came crashing down within a month. According to local reports, more than 200 feet of the wall collapsed suddenly, raising serious questions about the integrity of the entire project.
Residents and social activists have alleged that this was not an accident but the outcome of rampant corruption involving contractors, engineers, and department officials. They claim the project, from its very beginning, carried the hallmarks of fraud: inflated costs, inferior materials, and a deliberate lack of accountability. “The wall looked weak from the very first day,” said one resident. “We kept raising concerns, but no one listened. Now, within weeks, our fears have been proven true.”
Social leaders in the area expressed frustration that millions of rupees from the public treasury were wasted while local communities were left at risk. They alleged that the contractor worked hand in glove with engineers, SDOs, and other officials, using cheap materials in place of the approved ones. As a result, the road and wall, instead of serving the community, became symbols of corruption. “This is theft in broad daylight,” said one activist. “The officials and contractors together have robbed the people.”
This incident has brought to light a pattern of recurring malpractice. Activists pointed out that this is not the first time the Provincial Highway Department has been accused of corruption. In several past projects—roads, bridges, and other infrastructure schemes—similar stories of substandard work and embezzlement of funds have emerged. Yet, despite repeated complaints, no meaningful action has ever been taken against responsible officers. Not a single official has been brought before the courts, creating a culture of impunity.
Locals believe the silence of key accountability bodies such as the Anti-Corruption Establishment, the National Accountability Bureau (NAB), and the Federal Investigation Agency (FIA) has emboldened corrupt elements within the department. According to them, these institutions, tasked with ensuring transparency, have remained silent spectators while public funds are looted. “This silence has given officials more confidence to keep stealing,” a villager remarked bitterly.
The anger of the public has also been fueled by the contrast between political promises and ground realities. Chief Minister Sindh, Syed Murad Ali Shah, frequently announces development packages worth billions of rupees, assuring the people of transparent and high-quality work. However, the collapse of the Tharoshah project shows that these announcements often remain hollow. “On television, we hear big promises of roads, bridges, and progress,” said a protester, “but here in our villages, we see only dust, rubble, and corruption.”
Demonstrations have already been staged by locals demanding justice. Many residents gathered near the collapsed site, raising slogans against the Highway Department. Some even carried placards accusing officials of stealing taxpayers’ money. Farmers in the region, whose livelihoods depend on reliable road networks and canal infrastructure, warned that such negligence threatens their economic survival. “A broken road is not just a road,” one farmer explained. “It means our crops can’t reach markets, our children can’t get to schools safely, and ambulances can’t reach villages in emergencies.”
The collapse also poses a danger to the nearby water channel. With the retaining wall gone, the Darbelo Minor canal’s banks are exposed to erosion, raising the risk of breaches during floods or heavy rains. Such an event could devastate agricultural lands and displace communities living nearby.
Citizens and social leaders have made urgent appeals to higher authorities. They have called on Chief Minister Sindh, PPP Chairman Bilawal Bhutto Zardari, Chief Justice of Sindh High Court, and other senior officials to take immediate notice. Their demands include an impartial inquiry, strict punishment of those found guilty, and recovery of the looted funds. They argue that only by holding officials accountable can future misuse of development budgets be prevented.
Some activists have also demanded systemic reforms. They propose independent monitoring of development projects, transparent tendering processes, and involvement of local community representatives in oversight. Without such measures, they warn, corruption will continue unchecked. “Every year, the government allocates billions for development, but what reaches the ground is barely a fraction,” an activist noted. “The rest vanishes into the pockets of a corrupt nexus of contractors and officials.”
The people of Tharoshah emphasized that this incident should be treated as a test case. If the authorities once again ignore the matter, it will signal to corrupt officials across Sindh that they are free to exploit public money without fear of accountability. On the other hand, swift and visible action could restore some faith in governance and show that taxpayers’ concerns matter.
For now, the collapsed road and wall stand as physical reminders of mismanagement and dishonesty. Instead of facilitating transport and protecting the canal, they have become monuments to corruption. The locals’ frustration is not only about this one project but about a larger sense of betrayal. “This is our hard-earned money, collected through taxes,” a protester said passionately. “We trusted the government to use it for our welfare, but they have only deceived us.”
Unless urgent steps are taken, the Tharoshah scandal risks becoming just another entry in a long list of ignored corruption cases in Sindh’s development sector. Citizens, however, vow to continue raising their voices. They insist that their struggle is not only for compensation or repair of the road but for broader accountability and an end to the cycle of fraud that drains the province’s resources year after year.
