Sindh Government Decides on Swift and Ruthless Operation Against Dacoits in Katcha Region
The Sindh government has formally resolved to launch a decisive, swift, and ruthless operation against armed dacoits in the Katcha region, an area that has long been plagued by violent gangs, kidnappings, and lawlessness. The decision was reached during a high-level security meeting held in Karachi on August 19, 2025, chaired by Sindh Chief Minister Murad Ali Shah. The meeting brought together top civil and military officials, reflecting the seriousness of the government’s determination to eliminate organized crime networks operating in the region.
Among those present were Commander Corps Five, Lieutenant General Muhammad Dastagir, Sindh Chief Secretary Asif Haider Shah, Provincial Home Minister Zia Lanjar, Director General Rangers Major General Muhammad Shamreez, Secretary of Home Department Iqbal Memon, Inspector General of Police Ghulam Nabi Memon, Principal Secretary Agha Wasif, Additional IGs, and other senior officers.
Chief Minister’s Determination
During the meeting, Chief Minister Murad Ali Shah stressed that restoring peace and order in the Katcha area was non-negotiable. He declared that incidents of kidnapping for ransom would no longer be tolerated under any circumstances. “The purpose of today’s meeting is very clear,” Shah stated firmly. “The goal is to eliminate the dacoits once and for all. Since 2024, police and Rangers have been jointly conducting operations in Katcha, but now I want these operations to be intensified and carried out without mercy.”
At the same time, he assured that the government was not seeking blind violence. Dacoits who surrender voluntarily and lay down their arms would be treated with leniency. This dual strategy of pressure and opportunity aims to break the power of gangs while also offering a path of reintegration to those willing to abandon crime.
Formation of Monitoring Committees
To ensure the operation’s success, the government has constituted a high-level monitoring committee under the chairmanship of the provincial Home Minister. The committee will include the Secretary of Home Department, DG Rangers, IG Police, and senior representatives from other law enforcement agencies. Additionally, the Chief Minister directed the creation of another specialized committee tasked with overseeing the practical implementation of the operation, ensuring that plans translate into concrete action on the ground.
The CM was given detailed briefings by various institutions regarding the operational strategy, technological resources, and coordination mechanisms already in place. He emphasized that the Sindh government had provided the police with advanced weaponry and state-of-the-art technology. These tools, he said, were already delivering positive results, and further achievements would follow as the operation expands.
Coordination with Punjab and Development Plans
The meeting also resolved to take the Punjab government into confidence, acknowledging that the dacoit problem in Katcha spans across provincial borders, particularly in areas along the Indus River where Sindh and Punjab territories overlap. A joint approach is considered essential for ensuring that fleeing criminals cannot escape by simply crossing provincial boundaries.
Looking beyond security, the Sindh government decided that the state’s responsibility does not end with eliminating crime. Parallel to the operation, developmental projects will be initiated in Katcha. These include the construction of a road network, improvements in health and education infrastructure, and broader socio-economic uplift programs. The Chief Minister highlighted that peaceful residents of Katcha are equally desirous of safety and stability, and it is the duty of the government to safeguard their lives and property.
Measures During the Operation
Acknowledging that criminals have increasingly turned to technology and digital platforms to organize and spread propaganda, the meeting also made crucial decisions regarding cyber restrictions. It was agreed that during the course of the operation, internet services in Katcha would be temporarily suspended to cut off communication channels of the dacoits. Moreover, all known social media accounts linked to the gangs would be blocked in order to prevent them from using these platforms for intimidation, recruitment, or glorification of their activities.
The law enforcement agencies were instructed to enhance coordination and maintain close collaboration to ensure operational success. Intelligence sharing will be a critical part of the strategy, as will joint patrolling, surveillance through drones, and the deployment of modern armored vehicles.
A Long-Standing Menace
The Katcha belt, stretching along the Indus River in Sindh, has long been notorious for harboring dacoits and organized criminal gangs. For decades, these groups have carried out kidnappings, highway robberies, and violent attacks against civilians and security personnel. Their deep familiarity with the rugged riverine terrain has made them difficult to dislodge, often enabling them to evade conventional policing methods.
In recent years, incidents of kidnappings for ransom and targeted attacks on police have raised alarm across the province. Only recently, five elite police personnel were martyred in a deadly ambush by dacoits, further intensifying pressure on the government to act decisively. Against this backdrop, the Sindh government’s new commitment to an uncompromising operation reflects growing public demand for peace and stability in the region.
Chief Minister’s Final Words
Chief Minister Murad Ali Shah concluded the meeting with a strong message: “This is not just an operation of guns and bullets. This is about restoring confidence in the writ of the state. The people of Sindh deserve to live without fear, and the peaceful citizens of Katcha will not be left alone. We will provide them security, development, and justice. But those who continue to choose the path of crime will face the full might of the law.”
By combining military precision, police determination, technological tools, and socio-economic development, the Sindh government hopes to deliver a decisive blow to the culture of banditry in Katcha. The coming months will reveal whether this intensified and “ruthless” operation finally brings lasting peace to one of the most troubled regions of Sindh.
