ISLAMABAD: In a major step towards improving citizen facilitation and easing bureaucratic hurdles, the National Database and Registration Authority (NADRA) has introduced new reforms to make the process of obtaining succession certificates simpler, faster, and more accessible for the general public. This development marks a significant milestone in modernizing inheritance procedures in Pakistan and reducing the reliance on lengthy court processes for rightful heirs to claim ownership of a deceased person’s assets.

According to a notification issued by NADRA, legal heirs of a deceased individual can now apply for a succession certificate—commonly known as “warasat nama”—from anywhere in the country, regardless of the location of the inherited property. Whether the property is in Punjab, Sindh, Balochistan, Khyber Pakhtunkhwa, Gilgit-Baltistan, or Islamabad, heirs can file their application at any of NADRA’s 186 Succession Facilitation Centers set up across the nation. These centers are strategically located in NADRA regional offices and other designated locations to maximize reach and efficiency.

This new policy effectively removes the jurisdictional restrictions that previously required legal heirs to apply for certificates in the area where the property was located or where the deceased resided. This often created difficulties for families, especially those living in different provinces or abroad.

In another citizen-friendly measure, NADRA has significantly streamlined the biometric verification process for all legal heirs. This verification is a crucial step in confirming the identities and consent of all inheritors. NADRA now allows heirs to complete their biometric verification at any authorized NADRA center near them, instead of traveling to a specific office. Moreover, in a technologically progressive move, legal heirs can now also use NADRA’s Pak ID Mobile Application to complete their biometric verification remotely using their smartphones, saving time, travel costs, and logistical challenges.

This digital option is particularly beneficial for overseas Pakistanis and those residing in remote or rural areas where NADRA offices may not be easily accessible. The mobile app provides a secure and user-friendly platform to submit biometric data, further ensuring transparency and eliminating fraud in the succession process.

The succession certificate, issued by NADRA under the Succession Act, allows the rightful legal heirs of a deceased Pakistani citizen to transfer movable and immovable assets, including bank accounts, shares, vehicles, pensions, and real estate, without having to undergo prolonged litigation in civil courts. This initiative was first launched in collaboration with the Ministry of Law and Justice to reduce court burdens and provide quick relief to grieving families.

The process typically involves the following steps:

1. Initiation of Application:
   A legal heir visits a NADRA Succession Facilitation Center or initiates the process online via the NADRA website or mobile app, providing the deceased person’s identity details and death certificate.
2. Declaration and Consent of Heirs:
   All legal heirs are identified and contacted for their confirmation and biometric verification, either physically or through digital means.
3. Public Notice Issuance:
   A public notice is published in leading newspapers to allow any objections or claims from other potential heirs or parties. This notice period usually lasts for 14 days.
4. Certificate Issuance:
   If no objection is raised, and all heirs verify their consent, NADRA issues a digitally signed Succession Certificate or Letter of Administration, depending on the nature of the property involved.

Legal experts and citizens alike have welcomed NADRA’s announcement, calling it a transformative step in reforming Pakistan’s outdated and often cumbersome inheritance system. Many families, especially those living in urban centers or abroad, have previously complained of long delays, bribery, and complicated court procedures just to obtain what is rightfully theirs. This new system promises faster processing, cost-efficiency, and a more transparent record-keeping process.

A senior NADRA official, speaking on condition of anonymity, said, “Our aim is to bring ease to the public at every step. People shouldn’t have to suffer more after losing a loved one. With these improvements, we’re empowering citizens with technology and cutting through red tape.”

The official further added that the authority is working to integrate this service with other government departments such as land revenue boards and vehicle registration offices to enable automatic asset transfer once a succession certificate is issued.

Social commentators have noted that the modernization of inheritance procedures also holds significance for women’s rights in Pakistan. In many parts of the country, women are often deprived of their legal share in inheritance due to social pressures or legal ambiguities. The NADRA succession certificate process, with its requirement for biometric consent from all heirs, can act as a safeguard to ensure that women receive their rightful shares.

To further raise awareness, NADRA plans to launch a national campaign educating people about the updated process, how to use the mobile application, and the importance of securing legal documentation for property and financial matters.
