The Ministry of Finance has released an official document detailing the funds transferred from the federal government to Khyber Pakhtunkhwa (KP) over the past 15 years, revealing that the province has received more than Rs 8.4 trillion during this period. The document provides a comprehensive breakdown of payments made under the National Finance Commission (NFC) Award, additional allocations linked to terrorism-related burdens, and special transfers for the newly merged districts.

According to the Finance Ministry, from 2010 onwards, Khyber Pakhtunkhwa has received Rs 5.867 trillion under the NFC Award alone. The NFC mechanism governs the distribution of federal revenues among the provinces, ensuring regular and predictable transfers. The ministry clarified that provinces receive their NFC shares every 15 days, and as of now, there are no outstanding dues payable to the KP government under this head. This statement appears aimed at addressing claims of delayed or insufficient payments from the federal government.

The document further states that since December 17, 2025, the federal government has released more than Rs 46 billion to Khyber Pakhtunkhwa. These recent transfers are part of routine disbursements under established fiscal arrangements, reinforcing the ministry’s position that payments to the province are being made on time and in accordance with constitutional and legal frameworks.

A significant portion of the funds received by KP over the years relates to compensation for the additional burden of terrorism. Since 2010, Khyber Pakhtunkhwa has been receiving an extra one percent share under the NFC Award in recognition of the province’s frontline role in the fight against terrorism and the resulting economic and social costs. According to the Finance Ministry’s document, a total of Rs 705 billion has been transferred to KP under this head so far. These funds were intended to help the province cope with infrastructure damage, security expenditures, displacement of populations, and broader economic disruptions caused by years of militancy and counterterrorism operations.

In addition to these allocations, the federal government has also provided substantial resources for the development of the newly merged districts (formerly the Federally Administered Tribal Areas). The document notes that from 2019 to the present, the federation has transferred Rs 704 billion from its own share for these districts. These funds were earmarked for development projects, administrative integration, social services, and capacity-building efforts aimed at bringing the merged areas at par with the rest of the province.

When all these components are combined—NFC transfers, the additional one percent share for terrorism-related burdens, special allocations for merged districts, and other routine disbursements—the total amount transferred to Khyber Pakhtunkhwa over the last 15 years exceeds Rs 8.4 trillion, according to the Finance Ministry.

The release of this document comes in the backdrop of a political and fiscal debate between the KP provincial government and the federal authorities. Recently, Khyber Pakhtunkhwa Chief Minister Sohaib Afridi claimed that the province had received only Rs 2.2 trillion from the federation. This assertion appears to be at odds with the figures presented by the Finance Ministry, prompting the release of the detailed document to clarify the record.

Federal officials argue that the data demonstrates sustained and substantial financial support for Khyber Pakhtunkhwa over a prolonged period, particularly given the province’s unique security challenges and development needs.
