National Assembly Speaker Returns Controversial Audit Report Citing Unprecedented Irregularities

In a move that has ignited heated debate in Islamabad, the Speaker of the National Assembly has formally returned the annual audit report for the fiscal year 2023–24 to the Auditor General of Pakistan (AGP), citing procedural violations and extraordinary discrepancies. The report, which alleges financial irregularities amounting to a staggering Rs. 375 trillion, has already become one of the most controversial documents in Pakistan’s audit history.

According to official sources, the Speaker expressed strong displeasure over the manner in which the report was submitted. Instead of being routed through the Ministry of Parliamentary Affairs, as mandated, the audit findings were delivered directly to the National Assembly Secretariat for tabling before the House. The Speaker argued that bypassing the proper channels undermines parliamentary procedures and therefore returned the report for compliance.

In response, the AGP’s office defended its action, stating in a letter that under the Constitution of Pakistan, it is indeed the responsibility of the National Assembly to present the audit findings before Parliament. The AGP maintained that their role is limited to preparing and submitting the report, while Parliament itself decides how to deliberate on its contents.

What makes this audit report particularly explosive is the sheer scale of alleged irregularities—a figure of Rs. 375 trillion. To put this into perspective, the number is 27 times larger than the federal budget and more than 3.5 times the size of Pakistan’s total GDP. Economists, legal experts, and political commentators alike have described the figure as “extraordinary,” if not outright implausible.

Former Auditor General Javed Jahangir, speaking to The News, called the reported figure “unrealistic and highly questionable.” He demanded an urgent review, stressing that the credibility of Pakistan’s auditing institutions is at stake. “If these numbers are correct, it would suggest an unimaginable collapse of financial discipline. But if they are incorrect, then it is a catastrophic error that risks damaging the reputation of the AGP’s office,” he said.

The controversy has sparked confusion and criticism across political circles. Opposition lawmakers seized the opportunity to slam the government, arguing that such irregularities—whether accurate or exaggerated—point to massive governance failures. On the other hand, government ministers have accused the AGP of negligence, incompetence, and of submitting “mathematically absurd” figures without adequate scrutiny.

Experts note that even if typographical or categorization errors are to blame, the political fallout could be severe. With Pakistan already struggling under mounting external debt, IMF monitoring, and a fragile economic environment, the idea of Rs. 375 trillion in irregularities is deeply unsettling for both domestic and international stakeholders.

This is not the first time that audit reports in Pakistan have triggered disputes. However, analysts argue that this case is unprecedented in magnitude, not just in terms of the numbers involved but also due to the institutional clash between the AGP’s office and the National Assembly. By sending the report back, the Speaker has raised critical questions about transparency, accountability, and adherence to constitutional processes.

For now, the audit report remains in limbo, with calls for a thorough review and recalibration. The AGP’s office may be required to re-audit or clarify the methodology behind the colossal figure. Meanwhile, the controversy has already drawn public scrutiny toward the functioning of Pakistan’s auditing systems, fueling demands for greater oversight, accuracy, and accountability in how state finances are monitored.

As the debate continues, one thing is clear: this audit report has opened a new front in Pakistan’s ongoing battle with financial mismanagement, weak governance, and institutional distrust—issues that remain at the heart of the country’s economic challenges.
