PPP Walks Out of Senate and National Assembly, Demands Apology from Punjab CM Maryam Nawaz
Pakistan’s political landscape heated up further this week as the Pakistan Peoples Party (PPP) staged walkouts from both the National Assembly and the Senate in protest against Punjab Chief Minister Maryam Nawaz’s recent remarks. The PPP has announced that it will boycott all legislative activity until Maryam Nawaz issues a public apology.
The Controversial Remarks
The controversy began after Maryam Nawaz, while addressing flood-related issues in Punjab, reportedly remarked “hamara pani, hamari marzi” (our water, our choice). PPP leaders interpreted this statement as divisive and damaging to the spirit of federalism. They argued that such rhetoric undermines national unity and risks setting a precedent where provinces assert ownership over natural resources to the detriment of the federation.
PPP lawmakers insisted that the remarks echoed a dangerous separatist undertone. Senator Zamir Ghumro, leading the protest in the Senate, declared:
“Such statements weaken the federation. If Punjab says ‘our water, our choice,’ then what stops another province from declaring ‘our petrol, our choice’ or ‘our wheat, our choice’? This mindset erodes the basis of national solidarity.”
Senate Walkout
During the Senate session, Zamir Ghumro demanded that the federal government ensure financial assistance through the Benazir Income Support Programme (BISP) for flood victims rather than indulging in what he called “provocative rhetoric.” He condemned the Punjab government for politicizing a national disaster.
The senator reiterated PPP’s position: until CM Maryam Nawaz apologizes for her remarks, the party will not participate in any legislative process. Immediately afterward, PPP senators walked out of the chamber, leaving an unmistakable mark of dissent.
National Assembly Protest
The Senate walkout came shortly after PPP had already staged a similar protest in the National Assembly. Senior PPP leader Naveed Qamar criticized Maryam Nawaz’s remarks during a debate, asking pointedly:
“What does ‘my water, my money’ even mean? We were deeply saddened by her speech. Punjab may be facing unprecedented flooding, but Sindh has decades of experience managing such crises. When we offer advice based on our experience, why is it taken as criticism?”
His comments were followed by a mass walkout of PPP legislators from the National Assembly.
Government’s Response
Federal Law Minister Azam Nazeer Tarar attempted to defuse the situation, acknowledging the hurt caused by Maryam Nawaz’s words. While he emphasized that “political rhetoric is part of the democratic process,” he added that if PPP members’ sentiments had been hurt, “we extend our apology.”
However, he also sought to downplay the dispute, calling it “a family matter within our coalition” and cautioning the opposition against exploiting the issue. “This is between us and PPP,” he said, “and outsiders should not rejoice over it.”
Political Implications
The incident underscores growing tensions between the PPP and the Pakistan Muslim League–Nawaz (PML-N), key partners in the current coalition government. PPP leaders see Maryam Nawaz’s tone as reflective of a broader PML-N approach that sidelines smaller provinces and dismisses their historical grievances.
Analysts warn that if not resolved, the dispute could strain the ruling alliance at a time when unity is crucial for passing key legislation, including reforms tied to economic recovery programs and federal resource distribution.
PPP’s threat to boycott lawmaking processes adds further complexity. With parliamentary numbers already tight, the absence of PPP support could derail important bills and create political instability.
Historical Context
Resource sharing—particularly water distribution—has long been a flashpoint between Pakistan’s provinces. Sindh, in particular, has often accused Punjab of monopolizing water resources, leading to agricultural and economic challenges downstream. Against this backdrop, Maryam Nawaz’s remarks were interpreted by PPP as a reinforcement of Punjab’s dominance, making the reaction sharper and more emotional.
The Road Ahead
PPP’s demand is simple: a clear apology from Maryam Nawaz. Whether she concedes or stands firm will determine the trajectory of this dispute. If she apologizes, the coalition may repair its unity. If she refuses, legislative paralysis and deepening mistrust between the two parties could follow.
For now, PPP remains adamant that without an apology, it will not contribute to any legislative agenda in either house of Parliament. The ball, as many commentators have noted, is now firmly in Maryam Nawaz’s court.
