Power Division Calls for Review of Licensing and Fees Policy for Small Solar Users

The Power Division has urged the National Electric Power Regulatory Authority (NEPRA) to urgently review certain provisions of the “Prosumers Regulations 2026,” particularly those affecting solar consumers generating up to 25 kilowatts of electricity.

In an official statement, the Power Division said it had previously informed NEPRA about the potential negative impacts of the new regulations and had requested that the system be aligned with earlier rules. Officials warned that the revised framework could slow down the adoption of renewable energy at the small-scale consumer level.

Under the 2015 regulations, solar systems of 25 kW or less were exempt from licensing requirements, and applications were processed through distribution companies without any fees. However, under the new regulations, even small-scale installations now require formal approval from NEPRA, along with the imposition of application fees.

The Power Division expressed concern that these changes could create unnecessary hurdles for small consumers and discourage investment in rooftop solar systems. It emphasized that simplifying procedures in the past had helped promote renewable energy adoption across the country.

The statement also noted that the Private Power and Infrastructure Board (PPIB) has raised concerns over the revised framework. PPIB has recommended that the previous simplified approval mechanism for systems up to 25 kW should be retained to avoid discouraging small-scale solar users.

Officials warned that the current procedural changes may contradict national efforts to expand renewable energy and could slow down progress toward cleaner and more sustainable power generation.

The Power Division stressed that maintaining a balance between regulation and ease of access is essential to ensure continued growth in the solar energy sector, particularly among residential and small commercial users.
