KARACHI: The judicial commission investigating the Mir Raza murder case has pointed out serious shortcomings in the police investigation and recommended the formation of a new joint investigation team (JIT) to ensure a transparent and professional probe, ARY News reported.

According to the commission’s executive summary, the initial police position that Mir Raza had died by suicide raised serious questions. The final post-mortem report identified a bullet wound entering from the back as the cause of death.

The report said the police failed to properly preserve important evidence and follow appropriate investigative procedures. It also noted that the possibility of a cover-up during the initial investigation could not be completely ruled out.

The commission recommended that the Sindh government form a JIT under DIG Irfan Baloch. Representatives of the Inter-Services Intelligence (ISI), Intelligence Bureau (IB), Rangers and National Cyber Crime Investigation Agency (NCCIA) should be included in the team.

It also recommended a committee led by the Federal Investigation Agency (FIA) to investigate possible negligence by police officers and potential alterations to evidence. Departmental and criminal proceedings should be initiated against officials found responsible, the report said.

The commission stressed that the condition of the evidence made a strict and transparent investigation necessary. It recommended modern scientific methods to examine the case and called for measures to restore public confidence in the investigation.

The report also distinguished between solving a case and proving a crime in court, warning that establishing guilt could become more difficult if the case remained unresolved.

The commission recommended that the Sindh government acknowledge previous investigative failures and apologise to the public. It also said the government should reassure the affected family and the public that the fresh investigation would be conducted professionally.

The judicial commission submitted its report to the Sindh chief minister on October 15.

Commission criticises Dr Osama Sheikh

The report strongly criticised Dr Osama Sheikh’s conduct, describing it as immature, childish and unprofessional, and said his behaviour was not appropriate for a medical professional.

The commission recommended that Dr Osama not be assigned medico-legal duties for at least two years and that he undergo proper academic and practical training before being given such responsibilities.

It also observed that his conduct gave the impression that he might have been acting under someone’s influence.

Police criticised over CCTV evidence

The commission pointed out that the police failed to prepare proper memos for important evidence and CCTV footage.

According to the report, DVRs from commercial locations, including Tariq Road, were not legally seized or properly secured. Instead, police personnel recorded footage from monitors using personal mobile phones, resulting in an inadequate method of evidence collection.

The commission stressed that evidence must be properly preserved and investigative procedures must meet professional standards.

The report also praised head clerk Zeeshan, describing him as the only police official who brought credit to the Sindh Police in the case. It recommended that he be encouraged through recognition and further training.
