Hyderabad Railway Police Arrest Man with 100 Packets of Indian Gutka at Railway Station

Hyderabad, August 19, 2025 —
The Railway Police Hyderabad registered Case No. 90/2025 under Sections 4/8 SPPM G. Act after seizing 100 packets of Indian-made “Safina” and “Adab” gutka from a passenger at Platform No. 1, Hyderabad Railway Station. The accused, identified as Muhammad Asad son of Muhammad Saleem, was taken into custody along with the contraband, and a formal investigation has been initiated.

Case Details

According to the FIR lodged by ASI Sheikh Bilal, Incharge Circle-B, Special Branch Railway Police Hyderabad, the raid was conducted as part of ongoing crime prevention and surveillance operations at Hyderabad Railway Station.

At around 10:20 a.m. on August 19, 2025, the 1UP Khyber Mail train arrived at Platform No. 1 and, after its scheduled stop, departed onward. During the inspection that followed, the police team noticed a man seated on a cement bench with three travel bags placed beside him. Finding his behavior suspicious, the police proceeded to check the bags.

Upon inspection, the bags were found to contain 48 packets of Adab gutka and 52 packets of Safina gutka, totaling 100 packets. On questioning, the suspect, Muhammad Asad, confessed that he had boarded the Khyber Mail train from Landhi Station (Karachi) and was transporting the gutka for onward distribution.

The contraband items, along with the travel bags, were seized and placed in police custody. A formal complaint was then registered against the accused at Railway Police Station Hyderabad, and investigation was assigned to ASI Tariq Aziz.

Crackdown on Gutka Trade

Gutka, a banned chewable tobacco product containing harmful ingredients such as crushed betel nut, lime, and tobacco, has long been smuggled into Pakistan despite strict prohibitions. Its use is linked to severe health issues, including oral cancer, mouth ulcers, and damage to the digestive system. The government has declared gutka a hazardous substance, and its sale, transport, and possession are prohibited under federal and provincial laws.

Despite the ban, smuggling from neighboring regions — particularly India — continues through illegal networks. Hyderabad, being a central railway junction, is often targeted by smugglers attempting to transport gutka to interior Sindh and beyond.

Railway Police Vigilance

Speaking about the operation, officials of the Special Branch Railway Police Karachi Division said that such arrests highlight the effectiveness of constant monitoring at railway stations. Regular inspections are carried out at train stops to identify individuals carrying contraband, narcotics, or other prohibited items.

The Railway Police noted that smugglers often use passenger trains to discreetly move goods. By disguising themselves as ordinary travelers, they attempt to bypass security checks. However, close surveillance and intelligence gathering have led to several successful interceptions in recent months.

Health and Social Implications

Health experts have long campaigned against gutka use, warning that it has become a silent public health crisis, particularly among youth in Sindh and Karachi’s urban areas. Despite repeated crackdowns, demand persists due to addiction and social acceptance in some communities.

Doctors warn that gutka’s addictive properties make users highly dependent, leading to long-term health costs and reduced life expectancy. The seizure of 100 packets at Hyderabad Railway Station reflects not only a law enforcement victory but also a small step toward protecting public health.

Legal Proceedings

The accused, Muhammad Asad, now faces charges under anti-gutka laws and smuggling statutes. If convicted, he could face imprisonment, fines, and further legal consequences. The police have indicated that investigations will also seek to uncover the broader network behind the smuggling, including suppliers, distributors, and financiers.

Investigators will attempt to determine:

  • The source of the gutka (whether directly imported or locally repackaged).
  • The intended recipients and distribution network within Hyderabad or interior Sindh.
  • Possible connections to larger organized smuggling syndicates.

Broader Anti-Smuggling Campaign

The arrest is part of a broader anti-smuggling campaign initiated by law enforcement agencies across Pakistan. In addition to gutka, authorities are targeting narcotics, counterfeit goods, and other banned items often trafficked via rail and road networks.

In recent months, Railway Police, Customs, and Excise departments have increased joint operations, recognizing that coordination is essential to dismantling smuggling networks. Public awareness campaigns are also being considered to reduce demand for gutka and discourage its consumption.

Community Reaction

News of the seizure and arrest drew mixed reactions from the local community. Many residents praised the Railway Police for their vigilance, noting that gutka sales near schools and public markets have endangered youth. Parents expressed relief that another consignment had been intercepted before reaching local markets.

Others, however, voiced skepticism, pointing out that despite repeated seizures, gutka continues to be available in many areas. They stressed that unless smuggling networks are dismantled at the supply chain level, such arrests will remain temporary measures rather than long-term solutions.

Conclusion

The arrest of Muhammad Asad at Hyderabad Railway Station with 100 packets of Indian gutka underscores both the persistence of contraband trade and the ongoing efforts of law enforcement agencies to curb it. While the case will proceed through legal channels, the broader challenge remains: dismantling the networks that enable smuggling and reducing demand for harmful substances like gutka.

For now, the Railway Police’s swift action sends a strong message — that even small consignments will not go unnoticed, and smugglers will be held accountable. But sustainable success will depend on coordinated efforts between law enforcement, judiciary, policymakers, and public health advocates to eradicate the menace from Pakistani society.
