Germany has announced an opportunity for highly skilled foreign professionals through the EU Blue Card, a special residence permit designed to attract qualified workers from outside the European Union.

According to information shared by Pakistan’s Bureau of Emigration & Overseas Employment (BEOE), the EU Blue Card enables qualified professionals to obtain legal employment and residence in Germany, subject to meeting the prescribed eligibility requirements.

Applicants are generally required to hold a recognised university degree or an equivalent qualification and secure employment that meets the applicable professional and salary requirements. The programme is particularly aimed at skilled professionals in areas where Germany requires qualified workers.

The EU Blue Card was introduced under the European Union’s framework for attracting highly qualified professionals.

The eligibility criteria include recognised educational qualifications and a qualifying employment contract with the required salary level.

The opportunity could provide Pakistani professionals with a pathway to legal employment and residence in Germany, particularly for those with recognised higher education and professional qualifications.

Who can apply?

Applicants generally need to hold a valid passport or recognised travel document, demonstrate sufficient financial resources for their stay and meet Germany’s immigration requirements.

There are two main routes to qualify for the Opportunity Card.

Route one: Fully recognised qualification

Applicants who hold a university degree or vocational qualification obtained in Germany, or a foreign academic or professional qualification that is fully recognised or considered equivalent to German standards, may qualify as skilled workers.

Applicants using this route do not need to meet the six-point requirement or provide formal proof of language proficiency. However, knowledge of German can significantly improve employment prospects.

Financial requirements

In 2026, applicants are required to demonstrate minimum net financial resources of €1,091 per month.

This requirement can generally be met through a blocked account in Germany, a formal Declaration of Commitment from an eligible sponsor residing in Germany, or, in certain circumstances, a confirmed part-time job of up to 20 hours per week if the income meets the required financial threshold.

For a one-year stay, the total amount required in a blocked account depends on the application period and the instructions of the relevant German mission. Applicants should verify the latest official financial requirement before opening an account or transferring funds.
