Jam Kamal says Kalat, Lasbela, Makran, and Kharan were separate princely states in British era
Federal Minister for Commerce Jam Kamal Khan has strongly backed the creation of smaller provinces and new administrative units to improve governance and bring public services closer to citizens.
Jam Kamal while making a significant statement regarding the historical status of Lasbela, said that the history of regions should be determined based on authentic historical records and facts, rather than on current administrative boundaries.
He said that Lasbela, Kalat, Makran, and Kharan existed as separate political and administrative units at various times, whereas present-day Balochistan came into being through the merger of various historical states and regions.
Federal Minister for Commerce said Lasbela possesses a unique and significant political and administrative history. He said Lasbela emerged as a distinct sovereign state in the 18th century and Jam family ruled Lasbela from the beginning of Pakistan until the state’s administrative integration.
Federal Minister for Commerce said the present-day province of Balochistan did not always exist in its current constitutional form. Jam Kamal said historically the region comprising present-day Balochistan consisted of various political and administrative units.
Federal Minister for Commerce stated that states of Kalat, Lasbela, Kharan, and Makran held distinct political and administrative statuses: Jam Kamal Khan. He said various areas of British Balochistan were under direct British administration. He asserted that political and territorial relations between Lasbela and Kalat shifted over different periods. He said that Lasbela functioned as a distinct princely state; it is incorrect to label it merely as an ordinary district of Kalat.
Jam Kamal said during the British era, Kalat, Lasbela, Makran, and Kharan were recognized as separate princely states. He said Britain did not occupy the entire territory of present-day Balochistan all at once.
Federal Minister for Commerce said British control was established gradually through various treaties, leases, military arrangements, and administrative decisions.
Jam Kamal Khan said Quetta, Pishin, and Sibi came under British control following the Treaty of Gandamak (1879) while separate arrangements were made for the administration of Bolan Pass, Nushki, and Nasirabad.
Jam Kamal said it is historically inaccurate to impose the current provincial map onto past political and administrative boundaries.
Federal Minister said Lasbela retained its distinct identity for some time even after acceding to Pakistan. He said Lasbela was part of the Baluchistan States Union from 1952 to 1955. Following the ‘One Unit’ scheme, Lasbela was made part of the Kalat Division. Meanwhile in December 1960, Lasbela was separated from the Kalat Division and included in the Karachi-Bela Division.
He said that the administrative link between Lasbela and Karachi was not a recent concept; it formally existed in the 1960s.
Jam Kamal Khan said Lasbela was transferred back to the Kalat Division in 1972. He said the historical status of Ormara also remained complex and subject to change across different eras.
Jam Kamal said historical records contain various references to Ormara’s association with Kalat, Makran, and Lasbela. He said subsequent district boundaries cannot be applied to the politico-geographic realities of past eras.
Federal Minister for Commerce said present-day Balochistan came into existence through the merger of various historical states and administrative regions.
He said the abolition of ‘One Unit’ and the restoration of the provincial system in 1970 were significant milestones in the current formation of Balochistan province. He said the historical discourse should be based on facts, official records, and the region’s true historical significance.
