Washington: The Central Intelligence Agency (CIA) has reportedly expressed serious doubts over Iran’s commitment to a proposed U.S.-Iran nuclear understanding, warning that Tehran may not fully comply with the terms of the agreement.

According to a report by the U.S. news website Axios, CIA Director John Ratcliffe briefed President Donald Trump and senior officials, stating that intelligence assessments raise significant concerns about Iran’s willingness to implement the proposed memorandum of understanding (MoU).

The report says U.S. Secretary of State Marco Rubio and Secretary of Defense Pete Hegseth have also expressed reservations about the deal. However, Vice President JD Vance, Special Envoy Steve Witkoff, and Jared Kushner are reported to be supportive of the agreement.

Axios further reported that multiple high-level meetings were held at the White House before the announcement, where intelligence assessments were reviewed. These assessments reportedly highlighted discrepancies between Iran’s internal messaging and its negotiating position, raising doubts about its intentions.

CIA Director Ratcliffe and Secretary Rubio reportedly argued that based on available intelligence, Iran’s commitments may not align with its actual objectives under the agreement.

A White House official, however, stated that the MoU meets all U.S. requirements, including ensuring that Iran will never obtain nuclear weapons, will not retain highly enriched uranium, and will not threaten global energy supplies.

The official added that President Trump listens to multiple viewpoints but makes the final decision himself, emphasizing that he will only accept a “good final deal.”

According to U.S. officials, any benefits granted to Iran would be strictly conditional on verifiable actions. Washington expects to determine within two to three weeks whether Iran is serious about making nuclear concessions. If not, the negotiation process could be halted, limiting any gains for Tehran.

The report also notes that the agreement includes provisions for reopening the Strait of Hormuz, with Iran expected to ensure safe passage for commercial shipping for 60 days without charging fees. In return, the U.S. would gradually lift naval restrictions, with full removal expected within 30 days. Iran, Oman, and Gulf states are expected to coordinate on the future management of the waterway and maritime services.

Additionally, the proposed framework reportedly includes long-term reconstruction support for Iran, including a potential $300 billion economic development fund, which would only be implemented if Iran fully dismantles its nuclear program and enacts significant reforms.

Axios noted that both the CIA and the State Department declined to comment, while the Pentagon also did not respond.
