Rising Waters in Sutlej and Chenab: Fears of Widespread Flooding Amid Indian Water Release
Lahore / Southern Punjab / Sindh: A severe flood emergency has gripped several districts of Punjab and parts of Sindh following what Pakistani authorities are calling “Indian water aggression”, as New Delhi released massive volumes of water into the Sutlej River. The sudden surge has already inundated dozens of villages, destroyed homes, and damaged thousands of acres of fertile agricultural land, threatening food security and livelihoods across multiple regions.
Dangerous Surge in Sutlej at Ganda Singh Wala
At Ganda Singh Wala headworks near Kasur, floodwaters reached an extremely high level, raising alarm across Punjab. According to the Flood Forecasting Division Lahore, the flow at Ganda Singh Wala has surged to 195,899 cusecs—well above safe limits, placing downstream settlements at immediate risk.
Local officials reported that the water level in Bahawalpur and Bahawalnagar districts has continued to rise, submerging large swathes of villages and forcing thousands to abandon their homes. In addition to residential destruction, early estimates suggest thousands of acres of standing crops, including cotton, rice, and sugarcane, have been damaged or washed away.
Burewala and Vehari Among Worst Hit
In Burewala’s Sahuqa area, floodwaters breached embankments, while the Sahuqa–Chishtian road developed a major breach, cutting off road links between hundreds of villages. With ground access severed, authorities and local volunteers have resorted to boats for rescue and evacuation operations, ferrying stranded families to safer ground.
Villagers carried bundles of belongings on their heads while children and women were lifted onto makeshift rafts, illustrating the scale of humanitarian distress. Relief agencies warned of a looming health crisis as displaced populations remain without adequate shelter, clean drinking water, or medical assistance.
Threat Shifts to River Chenab
The crisis is not limited to the Sutlej. Authorities have raised the alarm that India may release an additional 350,000 cusecs flood surge into the Chenab River, which could devastate settlements along its banks. Already, water levels in Chenab rose by more than 100 percent in just 24 hours, forcing emergency announcements in mosques across Gujranwala, Hafizabad, and Multan to urge citizens to evacuate vulnerable areas.
Relief camps have been set up, but capacity remains limited. Officials fear that if the predicted surge materializes, the Chenab basin could see one of its worst floods in decades, overwhelming existing embankments.
Other Rivers Under Stress
- At Head Sulemanki and Jassar (River Ravi), authorities reported medium-level flooding with flows recorded at 82,140 cusecs.
- In River Indus at Kotri Barrage, a low-level flood has developed, with water inflows measured at 217,490 cusecs.
- At Sukkur Barrage, a medium flood persists, while Tarbela, Kalabagh, Chashma, and Guddu barrages are also witnessing low-level flood situations.
This interconnected network of rising water flows underscores the widespread nature of the crisis, stretching from northern Punjab to interior Sindh.
Humanitarian and Agricultural Impact
Floods in southern Punjab have already displaced tens of thousands of people. Families are sheltering on roadsides, railway embankments, and schools turned into temporary relief centers. The destruction of standing crops is expected to severely affect local economies, particularly in Vehari, Pakpattan, and Bahawalnagar, which are among Pakistan’s top agricultural belts.
Livestock losses are also mounting, as farmers struggle to relocate animals. Dairy production, a lifeline for rural households, has already begun to decline due to loss of fodder and disease risk.
Accusations of Water Terrorism
Pakistani officials and media have described India’s sudden release of water as “water terrorism”, accusing New Delhi of violating the spirit of the Indus Waters Treaty by releasing water without proper coordination. This is not the first time such accusations have surfaced; past years have also seen sudden water releases during peak monsoon seasons, leaving downstream Pakistan scrambling to manage the impact.
While India maintains that water flows are within treaty limits and dictated by natural rainfall patterns, Pakistan insists that the abrupt timing and scale of these releases constitute a deliberate hostile act.
Government and Relief Efforts
Rescue agencies, including the Pakistan Army, Provincial Disaster Management Authority (PDMA), and local administrations, have mobilized boats, trucks, and helicopters in some areas to assist evacuations. Relief camps have been set up in Kasur, Vehari, Bahawalnagar, and Sahiwal, where food, tents, and medicine are being distributed.
However, residents complain that relief is slow and insufficient. A farmer from Burewala remarked:
“The water came in like a monster overnight. We barely saved our children, but our homes and crops are gone. The government’s food rations are not enough—we need long-term help to rebuild our lives.”
Climate Change and Recurrent Floods
Experts warn that climate change is intensifying monsoon variability, leading to more frequent and unpredictable floods. Pakistan, despite contributing less than one percent to global carbon emissions, is among the world’s most vulnerable countries to climate disasters.
The 2022 super floods are still fresh in memory, when one-third of the country was submerged, displacing over 33 million people. This year’s Sutlej and Chenab floods are a reminder that Pakistan’s disaster preparedness and river management systems remain underdeveloped.
Conclusion
With the water level continuing to rise in the Sutlej and Chenab, and flood pressure mounting on barrages across the Indus system, the immediate focus remains on saving lives and relocating communities. Yet, the broader challenge lies in addressing the structural vulnerabilities that make Pakistan’s riverine regions prone to disaster each year.
Unless long-term strategies—including embankment strengthening, watershed management, and regional water diplomacy—are adopted, the cycle of destruction will keep repeating, with ordinary farmers and villagers paying the heaviest price.
