Toshakhana-II Case: Two Key Witnesses Confess to Undervaluing Bulgari Jewelry Set

Islamabad (September 18, 2025): Major revelations have surfaced in the Toshakhana-II case as two central witnesses—Imran Khan’s former personal secretary, Inamullah Shah, and private appraiser, Sohaib Abbasi—recorded statements against the former prime minister and his wife, Bushra Bibi, admitting manipulation in the valuation of a precious Bulgari jewelry set gifted by the Saudi Crown Prince.

According to documents obtained by Geo News, both witnesses gave detailed accounts before the court, implicating themselves as well as revealing direct pressure tactics used to devalue the jewelry set.

Appraiser Confesses to Undervaluing the Gift

Private appraiser Sohaib Abbasi admitted that he deliberately undervalued the Bulgari jewelry set, putting its worth at PKR 5 million (50 lakh) instead of its real market price, which NAB later determined to be PKR 75 million (7.5 crore).

Abbasi revealed that on May 25, 2022, he was officially tasked by a Cabinet Division officer to assess the jewelry set. However, under “immense pressure” from Inamullah Shah, he downgraded the valuation. Abbasi claimed Shah threatened him with blacklisting from government contracts if he refused.

Fearing consequences, Abbasi complied and submitted the undervalued report. He later appeared before a NAB investigating officer on May 23, 2024, where he voluntarily provided documents, filed a plea for pardon, and confessed his role in undervaluing the set. Abbasi also confirmed his testimony before the NAB chairman and a magistrate, acknowledging that he “lowered the valuation out of fear.”

Inamullah Shah Admits Pressure and Double Salary

The second key witness, Inamullah Shah, confirmed Abbasi’s claims, admitting that he indeed pressured the appraiser to reduce the jewelry set’s value. Shah also disclosed a startling detail: from 2019 to 2021, he received double salaries—one from the PTI party and another from his official government position.

Shah further revealed he was dismissed from his role at Bushra Bibi’s insistence, claiming she was unhappy with him due to suspicions about his family’s ties with Jahangir Tareen, a PTI stalwart turned political rival.

NAB’s Findings

NAB officials stated that the Bulgari jewelry set, comprising a necklace, bracelet, earrings, and a ring, was valued at over PKR 75 million. However, through manipulation, Imran Khan managed to get the set appraised at PKR 5.9 million, paying just PKR 2.9 million into the state treasury.

Crucially, NAB underlined that the jewelry set was never deposited into the Toshakhana, as required by law. Instead, it was retained by Khan and Bushra Bibi after the private undervaluation.

A Political and Legal Bombshell

The revelations strike at the heart of the Toshakhana-II case, which alleges systematic undervaluation and misappropriation of state gifts by Imran Khan and his wife. The case is already a political lightning rod, with Khan’s supporters calling it part of a larger campaign of victimization, while authorities argue it demonstrates blatant misuse of power and corruption.

With two insiders turning approvers and officially testifying under oath, legal experts suggest that the prosecution’s case has significantly strengthened. If proven, these allegations could have long-term consequences for Imran Khan’s political career and further deepen the legal troubles surrounding both him and Bushra Bibi.
