FIA Registers Case Against 13 More NCCIA Officers Over Multi-Million Extortion from Call Centers

Islamabad – The Federal Investigation Agency (FIA) has registered a high-profile case against thirteen additional officers of the National Counter-Corruption and Intelligence Agency (NCCIA), including Additional Directors, over allegations of extorting millions of rupees from call centers operating in the capital. The case, filed at the Anti-Corruption Circle of FIA Islamabad, also names a facilitator who allegedly brokered deals with the call centers and several foreign nationals involved in the scheme.

According to FIA sources, the extortion network operated in Sector 11F, Islamabad, where at least fifteen illegal call centers were coerced into paying millions of rupees in bribes. The investigation reveals that NCCIA officials systematically collected substantial sums on a monthly basis from these call centers, using their positions of authority to intimidate and extract payments.

The official FIR (First Information Report) states that one of the officers acted as a frontman to receive payments from a female complainant, who allegedly paid millions to secure the release of thirteen foreign nationals along with her husband. The central suspect in the case is reported to be a former Director of NCCIA Sindh, highlighting the involvement of senior-level officers in this alleged corruption network.

Investigators say the case exposes a long-running practice of exploitation, in which officials reportedly leveraged their authority to demand large sums from call centers operating in the capital. The alleged payments included both direct cash transfers and other forms of financial coercion. By exploiting the legal vulnerabilities of these call centers, the accused officials reportedly enriched themselves while compromising the integrity of the law enforcement system.

The additional 13 officers named in the FIR include senior-level NCCIA officials from Rawalpindi and Islamabad, all of whom are now under scrutiny. Investigators are currently gathering evidence, including bank records, communications, and transaction details, to establish the exact flow of money and the extent of the alleged corruption.

The FIA has also focused on foreign nationals linked to the case, noting that some of them were detained under separate circumstances. The investigation aims to uncover whether the extortion payments were connected to securing their release or avoiding legal action. Sources within the FIA have confirmed that the probe is being conducted meticulously to ensure that all parties involved, domestic and foreign, are held accountable according to the law.

Legal experts say the case could have significant implications for the functioning of NCCIA, particularly regarding accountability mechanisms for senior officers. By including top officials in the FIR, the FIA signals its commitment to investigating corruption at all levels, regardless of rank or position.

The complainant’s statement in the FIR indicates that the extortion began when call centers were contacted by intermediaries promising protection or facilitating smooth operations. In return, officials demanded massive sums, which reportedly escalated over time. The complainant alleges that refusing to pay could have led to severe consequences, including legal harassment, operational shutdowns, or detention.

The investigation also highlights systemic weaknesses in oversight within NCCIA, raising questions about how senior officials allegedly misused their powers for personal gain. Analysts suggest that the case could prompt reforms in how anti-corruption and intelligence agencies operate, including stricter supervision of officers and regular audits of their activities.

According to FIA officials, the case is part of a broader crackdown on corrupt practices within regulatory and enforcement bodies. By pursuing high-ranking officers, the agency intends to send a strong message that abuse of authority and financial exploitation will not be tolerated.

FIA sources emphasize that all procedural and legal requirements are being strictly followed during the investigation. The agency is coordinating with other departments and regulatory authorities to verify the authenticity of transactions and determine the full scope of the extortion network.

The case has attracted considerable attention from media and civil society groups, who have called for transparency and accountability. Observers argue that such high-profile actions are necessary to restore public trust in law enforcement and anti-corruption institutions.
