Power Division Urges Review of Fees and Licensing Rules for Small Solar Consumers
Pakistan’s Power Division has formally called on the National Electric Power Regulatory Authority (NEPRA) to urgently revisit certain provisions of the recently introduced “Prosumer Regulations 2026,” particularly those affecting small-scale solar energy consumers. The move reflects growing concern within the government that new regulatory requirements could hinder the adoption of renewable energy at the grassroots level.
In an official statement, the Power Division emphasized that it had previously alerted NEPRA about the potential negative consequences of the revised rules. It reiterated that the earlier regulatory framework, which was more facilitative for small consumers, should be restored. According to the division, the recent changes risk slowing down the momentum of renewable energy adoption, especially among households and small businesses.
Under the earlier 2015 regulations, solar systems with a capacity of up to 25 kilowatts did not require a license from NEPRA. Applications for such installations were processed through electricity distribution companies (DISCOs) without any application fee. This simplified approach played a key role in encouraging individuals and small enterprises to invest in solar energy solutions, contributing to a gradual shift toward cleaner energy sources.
However, under the new Prosumer Regulations 2026, significant changes have been introduced. Even small-scale solar installations now fall under NEPRA’s direct approval authority, and an application fee has been imposed.
