The decision was taken following the directive of Pakistan People’s Party (PPP) Chairman, Bilawal Bhutto Zardari, during a high-level meeting with Sindh’s Provincial Minister for Excise and Taxation, Mukesh Kumar Chawla.

Previously, the deadline for mandatory installation of these modern, tamper-proof number plates equipped with security features was set for August 14, 2025. However, considering public feedback, ongoing challenges in timely implementation, and to facilitate vehicle owners, the government has now pushed the deadline to October 31, 2025.

Background of the Initiative

The move to implement security-featured number plates is a part of the broader Safe City Project being rolled out in Sindh. This project aims to modernize urban surveillance, improve crime detection, and ensure greater control over vehicle-related crimes such as theft, forgery, and use of fake registrations.

The new plates come with advanced features such as:

Tamper-resistant material

Laser-engraved serial numbers

QR codes for instant data retrieval

Reflective surface for nighttime visibility

Built-in RFID tags (in future phases)

These elements are designed to integrate seamlessly with Automatic Number Plate Recognition (ANPR) systems, enabling law enforcement agencies to track vehicles in real-time and maintain an updated digital record of all registered vehicles.

Meeting between Bilawal Bhutto Zardari and Mukesh Chawla

During their meeting, Bilawal Bhutto Zardari emphasized that while implementing new technologies for public safety is crucial, the process must not create unnecessary hardships for the public. He acknowledged the progress made so far under the Excise Department but advised flexibility in timelines to encourage voluntary compliance rather than forced enforcement.

In response, Mukesh Chawla briefed the PPP Chairman about the progress of the plate distribution campaign. He stated that the Excise, Taxation, and Narcotics Control Department of Sindh has ramped up its efforts to meet the original August deadline, but there are still a large number of vehicle owners who have yet to comply due to awareness gaps, logistical delays, or technical constraints.

Taking Bilawal’s instructions into account, the department has now extended the installation deadline by an additional 2.5 months. A formal notification regarding the extension has also been issued by the department, giving legal backing to the new deadline of October 31, 2025.

Public Response and Facilitation

The government has assured the public that adequate arrangements will be made at Excise and Taxation offices across the province to handle the expected rush in the coming weeks. Special counters and mobile registration vans are also being planned to reach remote and rural areas of Sindh.

Citizens are being encouraged to apply early to avoid last-minute queues and penalties. The Excise Department has also launched a public awareness campaign through print, electronic, and social media, informing vehicle owners about:

The process to apply for the new number plates

Locations where they can be obtained

Required documents

Cost involved

Legal consequences of non-compliance after October 31

Importance of Security Number Plates in Crime Prevention

Law enforcement agencies across Pakistan have long stressed the need for standardized, tamper-proof number plates to tackle various urban crimes. Many criminal elements have exploited weaknesses in the old system by using fake or duplicated number plates, making it difficult to trace stolen or unregistered vehicles.

With the integration of smart number plates and the Safe City surveillance network, vehicles can now be monitored more efficiently through roadside cameras and law enforcement checkpoints. This allows quicker response times in the event of theft, abductions, or other emergencies involving vehicles.

According to preliminary data from pilot implementations in Karachi, areas where the new plates have been introduced have already seen a noticeable decrease in vehicle thefts and traffic violations.

Future Plans

The Sindh Government, in coordination with the federal authorities and other provincial governments, is also considering:

Synchronizing vehicle registration systems nationally

Implementing e-challan (electronic fine) systems

Linking number plates with digital identity systems such as NADRA

Providing online tracking for number plate delivery

Additionally, plans are underway to introduce color-coded number plates for different categories (e.g., private, commercial, government vehicles), further streamlining identification and enforcement processes.

Conclusion

The extension of the deadline to October 31 is being welcomed by many vehicle owners across Sindh, who now have more time to comply with the new requirement. The move also reflects the Sindh Government’s focus on balancing modern governance with public convenience. By gradually implementing these reforms, the province aims to strengthen public safety, reduce crime, and build a smarter, more accountable traffic and transportation system for the future.

In a significant development aimed at enhancing public convenience and security, the Government of Sindh has officially extended the deadline for the installation of high-security number plates across the province.
