  • Imposing a Petroleum Levy<\/strong> of Rs 3 to Rs 10 per liter<\/strong> on petroleum products,<\/li>\n\n\n\n
  • Raising gas tariffs<\/strong>,<\/li>\n\n\n\n
  • Taking commercial bank loans<\/strong> to pay off Rs 2,000 billion of the debt stock, with repayments collected from the public via the levy over the next seven years<\/strong>.<\/li>\n<\/ul>\n\n\n\n

    The remaining Rs 800 billion<\/strong>, which includes surcharges and interest on delayed payments, may be partially waived or settled<\/strong> through alternative mechanisms.<\/p>\n\n\n\n

    To address this complex issue, a special task force<\/strong> has been formed. It includes:<\/p>\n\n\n\n

      Breakdown of the Recovery Plan<\/h3>\n\n\n\n

      The proposed Petroleum Levy<\/strong>, if implemented as planned, could generate between Rs 18 billion to Rs 180 billion annually<\/strong>, depending on the rate per liter:<\/p>\n\n\n\n

        Gas Tariff Revision and Subsidy Reforms<\/h3>\n\n\n\n

        Besides the levy, the gas tariff revision<\/strong> is also on the table. Officials state that charging an average gas price of Rs 1,890 per MMBTU<\/strong> from all consumers would prevent future circular debt accumulation. However, this politically sensitive step may prove difficult to implement.<\/p>\n\n\n\n

        The government also plans to phase out the current Rs 160 billion cross-subsidy<\/strong>, which benefits both protected and unprotected consumer categories. This subsidy will be gradually removed by December 2026<\/strong>.<\/p>\n\n\n\n

        From January 2027<\/strong>, the government will introduce a targeted subsidy system<\/strong> using data from the Benazir Income Support Programme (BISP)<\/strong> to ensure relief reaches only the deserving segments.<\/p>\n\n\n\n

        Officials believe that without systemic reforms, simply resolving the circular debt won’t be enough. A critical question now under consideration is whether the current inefficient state-owned gas companies<\/strong> \u2014 like Sui Northern and Sui Southern \u2014 should continue to operate in the same way.<\/p>\n\n\n\n

        The task force will evaluate options such as splitting transmission and distribution systems<\/strong> and potentially privatizing<\/strong> them. The aim is to ensure long-term financial stability<\/strong> and prevent the re-emergence of circular debt<\/strong>.<\/p>\n\n\n\n
