This decision led to a <strong>loss exceeding Rs. 300 billion<\/strong>, caused a surplus in the local market, and brought financial hardship to farmers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report further disclosed that <strong>several ministries made expenditures without approved budgets<\/strong>, which is a violation of financial regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some key findings from the report include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Karachi Port Trust<\/strong> employees were overpaid under additional allowances, putting unnecessary strain on the national exchequer.<\/li>\n\n\n\n<li><strong>Unauthorized payments and irregular purchases<\/strong> occurred within the <strong>Civil Armed Forces<\/strong>.<\/li>\n\n\n\n<li>The <strong>Private Educational Institutions Regulatory Authority<\/strong> made illegal salary and benefit payments to its employees.<\/li>\n\n\n\n<li>In the <strong>Pakistan Cricket Board (PCB)<\/strong>, illegal payments, irregular contracts, and financial mismanagement were uncovered, and recovery of misused funds was recommended.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The report also identified <strong>illegal occupation<\/strong> of land belonging to the <strong>Evacuee Trust Property Board<\/strong>, <strong>Jammu &amp; Kashmir State Properties<\/strong>, and <strong>Karachi Port Trust<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It highlighted a <strong>decline in tax revenue<\/strong> due to non-deduction of applicable taxes on several payments, violating tax laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some additional key figures include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Rs. 1.69 billion<\/strong> in embezzlement and fake payments across five cases.<\/li>\n\n\n\n<li><strong>107 recovery cases<\/strong> worth <strong>Rs. 689.48 billion<\/strong>, needing urgent corrective action.<\/li>\n\n\n\n<li><strong>39 cases<\/strong> of weak internal control, involving around <strong>Rs. 160.39 billion<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Dozens of other audit paragraphs concerning internal control failures and procedural violations were included in the <strong>Management Report on Financial Discipline and Accountability (MFDAC)<\/strong> but were not presented before the <strong>Public Accounts Committee (PAC)<\/strong> due to their lower material significance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To address these financial irregularities, the <strong>Auditor General of Pakistan made several key recommendations<\/strong>, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No public expenditure should be made without <strong>parliamentary approval<\/strong>.<\/li>\n\n\n\n<li><strong>Supplementary grants<\/strong> should only be issued based on accurate estimates and within the fiscal year.<\/li>\n\n\n\n<li>Cases of <strong>serious embezzlement<\/strong> should be referred to <strong>investigative agencies<\/strong>.<\/li>\n\n\n\n<li>All <strong>unspent balances and recoveries<\/strong> must be deposited into the public treasury.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Auditor General also recommended:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthening internal audit and control systems.<\/li>\n\n\n\n<li>Ensuring full access to records for auditors.<\/li>\n\n\n\n<li>Maintaining a proper register of assets and verifying them annually.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The 2023\u201324 audit report paints an <strong>alarming picture of the management of public funds<\/strong> in the country, with billions lost due to irregularities. It underscores the urgent need for <strong>institutional reforms, strict oversight, and a robust accountability mechanism<\/strong> to protect public funds and restore public trust in federal institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When approached for comment, a <strong>government spokesperson<\/strong> said,<br>&#8220;These audit reports are discussed in Departmental Accounts Committees (DACs), chaired by the Principal Accounting Officer.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the spokesperson, most audit observations are resolved at the DAC level and then forwarded to the PAC for approval, which usually endorses them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added,<br>&#8220;These irregularities should not be considered final.
