Russian Foreign Minister Sergey Lavrov has described the Makkah Agreement between Saudi Arabia, Pakistan and T\u00fcrkiye as a potentially practical step towards establishing a broader collective security framework in the region.<\/p>\n\n\n\n
Lavrov said the three countries had presented the agreement as a collective security and defensive alliance while keeping the door open for other states to join.<\/p>\n\n\n\n
He said potential participation was not limited to Gulf countries, noting that Egypt had frequently been mentioned as a possible participant.<\/p>\n\n\n\n
Lavrov said Algeria’s involvement could also have a positive impact if the country showed interest in joining the arrangement.<\/p>\n\n\n\n
The Russian foreign minister particularly highlighted the possibility of Iran’s participation, saying that if the countries involved could agree on conditions for Tehran to become part of the framework, it would represent a practical step towards the type of regional security concept previously proposed by Russia.<\/p>\n\n\n\n
The Makkah Joint Defence Agreement was signed by Pakistan, Saudi Arabia and T\u00fcrkiye on August 7, 2026. It provides that an armed attack against one of the three countries would be considered an attack against all of them and is aimed at strengthening collective deterrence and defence cooperation.<\/p>\n\n\n\n
The three countries subsequently agreed on August 31 to further institutionalise the arrangement and establish a secretariat in Saudi Arabia, initially headed by a Pakistani secretary-general for three years.<\/p>\n\n\n\n
