The Punjab Assembly has unanimously passed a resolution calling on the provincial government to promote local manufacturing of solar panels and advanced batteries while introducing a comprehensive policy and legal framework for the safe recycling and disposal of used batteries and expired solar panels across the province.<\/p>\n\n\n\n
The resolution, presented in the House by opposition member Nadia Khar, drew the government\u2019s attention to the environmental and public health risks associated with damaged, expired and discarded solar panels and batteries.<\/p>\n\n\n\n
According to the resolution, the Punjab government has launched several initiatives to promote solar energy and electric vehicles, including the Ujala Programme, the Chief Minister\u2019s free solar programme, conversion of basic health units and educational institutions to solar power, and schemes involving electric scooters, rickshaw loaders and electric buses.<\/p>\n\n\n\n
The resolution said the use of solar panels had expanded significantly over the past eight to nine years, while the number of batteries and solar installations across Punjab was continuing to increase.<\/p>\n\n\n\n
It noted that despite the growing use of these technologies, there was currently no comprehensive policy or law governing the disposal of used batteries and solar panels, describing the situation as a major environmental and human health challenge.<\/p>\n\n\n\n
The House demanded that the Punjab government formulate a policy and introduce necessary legislation for the safe recycling and disposal of batteries throughout the province.<\/p>\n\n\n\n
It also called for the establishment of a system for annual inspection and fitness certification of batteries used in electric vehicles.<\/p>\n\n\n\n
The resolution sought regulation of branded electric vehicles as well as locally manufactured vehicles converted to electric motors, with the objective of reducing the risk of possible fire incidents involving locally manufactured electric vehicles.<\/p>\n\n\n\n
It further proposed that expired solar panels should be collected at designated locations where reusable components could be separated for recycling and the remaining waste disposed of through safe methods.<\/p>\n\n\n\n
The House also called for unsafe disposal of used solar panels by citizens to be declared illegal and proposed fines for violations.<\/p>\n\n\n\n
In addition to environmental safeguards, the resolution urged the Punjab government to take all necessary measures to establish and promote a local solar panel and advanced battery manufacturing industry across the province.<\/p>\n\n\n\n
The resolution said development of domestic manufacturing capacity should accompany Punjab\u2019s expanding investment in solar energy and electric mobility, while appropriate recycling and disposal mechanisms should be put in place to address the growing volume of used equipment.<\/p>\n","protected":false},"excerpt":{"rendered":"
