Islamabad:<\/strong> Pakistan\u2019s Auditor General<\/strong> has revealed significant financial irregularities in the K-IV water supply project<\/strong>, stating that Rs9.207 billion<\/strong> in mobilization advances paid to contractors has not been recovered despite the expiry of the agreed repayment period.<\/p>\n\n\n\n

According to the audit report, the outstanding amount remained unrecovered in violation of the terms and conditions of the contracts, resulting in what the auditors described as an undue financial benefit to the contractors.<\/p>\n\n\n\n

The audit has recommended that the outstanding amount be recovered immediately<\/strong> and that the relevant authorities ensure strict enforcement of contractual obligations<\/strong> to prevent similar irregularities in the future.<\/p>\n\n\n\n

The report states that between May and September 2022<\/strong>, authorities awarded seven contracts<\/strong> to five contractors<\/strong> for various construction works under the K-IV project.<\/p>\n\n\n\n

Subsequently, between June and November 2022<\/strong>, the contractors received a combined Rs14.712 billion<\/strong> as mobilization advances to facilitate the commencement of project activities.<\/p>\n\n\n\n

However, the audit found that Rs9.207 billion<\/strong> of these advances had not been recovered within the prescribed timeframe, contrary to the contractual provisions governing the payments.<\/p>\n\n\n\n

Mobilization advances are typically provided to contractors at the beginning of a project to help them mobilize resources, equipment, labor, and materials. Under standard contract terms, these advances are recovered through deductions from subsequent payments as work progresses.<\/p>\n\n\n\n

The Auditor General’s report warned that the failure to recover the outstanding amount not only violated contractual conditions but also exposed public funds to financial risk by allowing contractors to retain substantial government money beyond the agreed period.<\/p>\n\n\n\n

The audit recommended that the concerned authorities initiate prompt recovery proceedings and strengthen monitoring mechanisms to ensure compliance with contract conditions, improve financial discipline, and safeguard public resources in future infrastructure projects.<\/p>\n\n\n\n

The K-IV project<\/strong>, one of Karachi\u2019s largest water supply schemes, is intended to enhance the city’s water availability by bringing additional water from Keenjhar Lake<\/strong> to meet the growing needs of the metropolitan population.
