According to him, instead of visible development, the area continues to suffer from poor infrastructure, inadequate sanitation, and lack of basic civic facilities.

Allegations of Unfulfilled Promises

Zafar highlighted several development announcements made by PPP leaders, including Sindh Minister Nasir Hussain Shah, who had promised the launch of the Lyari Transmission Project, construction of roads, improvement in the sewerage system, and provision of clean drinking water. However, he claimed that none of these promises have been effectively fulfilled.

“These promises have been repeated for nearly two decades, yet Lyari still faces the same issues. The slogan of turning Lyari into Paris has become nothing more than a political statement with no practical implementation,” Zafar said.

He further alleged that every development package announced for Lyari has ended up being a “source of corruption” rather than bringing any real improvement to the lives of residents.

Questions Over Use of Funds

The JI leader also raised concerns regarding the allocation and utilization of funds in the area. He stated that Lyari Town is currently under the administration of PPP, and each Union Council in the area has reportedly been allocated Rs 20 million.

According to Zafar, Lyari consists of 13 Union Councils, which means that a total of Rs 520 million has been disbursed over the past two years. Despite this significant amount, he questioned what tangible development has been achieved on the ground.

“Where has this money gone? What projects have been completed? The people of Lyari deserve transparency and accountability,” he asked.

Zafar also questioned the performance of the local town administration and the provincial local government department, asking what concrete steps they have taken over the last three years to improve living conditions in Lyari.

Harsh Criticism of Governance

Using strong words, Monem Zafar said that the people of Lyari have been repeatedly misled and deprived of their basic rights. He claimed that the area still lacks proper roads, a functioning sewerage system, and access to clean drinking water—issues that should have been resolved long ago.

“Lyari is still living in the stone age,” he remarked, emphasizing the severity of the situation. He added that the continued neglect of the area reflects poor governance and a lack of political will.

Announcement of Campaign

During his media talk, the JI Karachi chief also announced the launch of a new campaign titled “Haq Do Lyari Ki Awam Ko” (Give Rights to the People of Lyari). The campaign aims to raise awareness about the issues faced by residents and to demand accountability from the authorities.

Zafar said that through this campaign, Jamaat-e-Islami would mobilize citizens, highlight civic issues, and push for immediate action to address the long-standing problems in the area.

Broader Context

Lyari, one of Karachi’s oldest neighborhoods, has historically faced numerous socio-economic challenges, including poverty, lack of infrastructure, and limited access to public services. Despite its cultural significance and strategic location, the area has often been overlooked in terms of urban development.

Political parties, particularly PPP, have maintained strong electoral support in Lyari over the years, frequently promising large-scale development projects. However, critics argue that these promises have rarely translated into meaningful improvements.

Conclusion

Monem Zafar’s remarks have once again brought attention to the ongoing challenges faced by Lyari’s residents. His criticism of PPP highlights concerns about governance, transparency, and accountability in the use of public funds.

While PPP has yet to respond to these allegations, the issue underscores the urgent need for effective urban planning and implementation of development projects in underserved areas like Lyari. Whether the newly announced campaign will lead to tangible change remains to be seen, but it has certainly reignited the debate over Lyari’s future and the responsibilities of those in power.

Karachi: Jamaat-e-Islami (JI) Karachi Chief, Monem Zafar, has strongly criticized the Pakistan Peoples Party (PPP) over the persistent lack of development in Lyari, stating that despite years of promises, the area still remains underdeveloped and neglected.
