This includes automation platforms, generative AI assistants, data analytics systems, and industry-specific machine learning models. These nations have invested heavily in AI education, infrastructure, and governance frameworks, helping to normalize the use of AI in everyday professional and personal settings.

The UAE, in particular, has emerged as a global AI hub, establishing one of the world’s first dedicated Ministries of Artificial Intelligence and integrating AI in governance, healthcare, transportation, and education. Similarly, Singapore’s Smart Nation Initiative has made AI an essential part of its national digital strategy, focusing on upskilling citizens, developing ethical AI standards, and encouraging innovation across industries.

In contrast, Pakistan’s AI adoption remains low, with the report estimating that only around 12–15% of Pakistanis are using AI tools for education, business, or personal tasks. Experts attribute this gap to limited digital infrastructure, low awareness, and insufficient training opportunities in AI-related skills. While Pakistan’s technology sector has grown in recent years, the integration of AI into mainstream industries is still in its early stages.

The report notes that in countries where people can use AI in their native or widely spoken languages—such as English, Arabic, or Chinese—adoption rates are significantly higher. This language accessibility helps users interact more easily with AI chatbots, assistants, and learning models, creating a more inclusive digital environment. In Pakistan, however, the absence of AI interfaces in Urdu or regional languages has limited widespread engagement.

The AI Diffusion Report 2025 highlights that nations leading in AI adoption share key characteristics: robust investment in research and development, government-backed AI policies, strong collaboration between academia and industry, and widespread digital literacy among the population. These countries view AI not merely as a technological trend but as a strategic economic and societal tool.

In contrast, developing nations like Pakistan face challenges such as inadequate internet access, lack of localized datasets, and limited AI integration in education and business sectors. Most AI-related projects in Pakistan are concentrated in urban areas, leaving rural communities largely excluded from technological advancement.

Nevertheless, there are positive signs of change. Pakistan’s government and private sector have begun taking initial steps to promote AI awareness and innovation. Universities have introduced specialized degree programs in data science, robotics, and AI, while startups are experimenting with AI-based solutions for agriculture, e-commerce, and healthcare.

The report suggests that Pakistan can accelerate its AI transformation by investing in language localization, strengthening digital education, and establishing national AI policies that encourage innovation while ensuring ethical use of technology. Collaboration with international organizations and technology companies could also help bridge the expertise and infrastructure gap.

Islamabad (November 3) — A new global report has revealed that the United Arab Emirates (UAE), Singapore, and Norway have taken a commanding lead in the global adoption and integration of Artificial Intelligence (AI), while Pakistan remains far behind, with less than 15% of its population using AI tools in their daily lives.
