In addition, another 150 phones are expected to be handed over soon. Once verification is completed, these devices will be returned to their original owners.

Rizwan highlighted that the association has, so far, recovered and returned stolen or snatched mobile phones worth Rs. 260 million that had made their way into the city’s markets. This has been possible through close cooperation between electronics dealers, law enforcement agencies, and the CPLC.

Strict Verification SOPs in Place

To curb the illegal trade of stolen devices, KEDA, in collaboration with police and CPLC, has implemented a strict Standard Operating Procedure (SOP). Under this system, the IMEI number and the seller’s CNIC must be verified with the CPLC before any new or used mobile phone transaction can take place.

Explaining the process, Rizwan stated:

“When a citizen comes to sell a mobile phone, the IMEI number is first sent to the CPLC. If the phone is flagged as stolen or snatched, we immediately hand it over to the CPLC instead of allowing it to be sold in the market.”

This measure, according to him, not only deters criminals from offloading stolen devices but also creates a safer marketplace for genuine buyers and sellers.

Expanding the Model Beyond Karachi

While praising the effectiveness of the SOP in Karachi, Rizwan stressed the need to extend this policy across Sindh. He argued that if the same verification system were applied province-wide, a far greater number of snatched and stolen phones could be intercepted and returned to their owners.

He further emphasized that widespread adoption of this model would significantly reduce the financial losses suffered by citizens due to mobile theft, restore public trust in marketplaces, and discourage criminal networks from exploiting loopholes in the system.

A Step Toward Safer Cities

Mobile snatching remains one of the most common street crimes in Karachi, often leaving citizens not only at financial loss but also vulnerable to violent encounters. The recent recovery initiative demonstrates how collaboration between trade bodies, law enforcement, and civil society institutions can effectively tackle such issues.

Experts believe that if implemented properly and monitored transparently, the system could serve as a replicable model for other major cities in Pakistan, including Lahore, Islamabad, and Peshawar, where mobile phone theft is also a persistent problem.

The Bigger Picture

The KEDA and CPLC partnership highlights a broader trend of community-driven solutions to urban crime, where businesses and civil society organizations actively support state institutions. While challenges remain—particularly in scaling the initiative across regions and ensuring compliance by all dealers—the success in Karachi offers a glimmer of hope.

For citizens, the prospect of recovering stolen property not only brings financial relief but also strengthens their faith in accountability mechanisms. For the government, it reflects a step toward restoring law and order in the country’s economic hub.

In conclusion, with over Rs. 260 million worth of phones already recovered, the initiative has proven its effectiveness. The upcoming handover of another 150 mobile phones further reinforces the potential of this cooperative system. If expanded province-wide, this could mark a turning point in the fight against mobile phone theft and street crime in Pakistan.

Karachi, September 23, 2025 — In a major step toward addressing street crime and mobile phone theft, the Karachi Electronics Dealers Association (KEDA) has handed over snatched and stolen mobile phones worth Rs. 2.2 million to the Citizen-Police Liaison Committee (CPLC), paving the way for their eventual return to rightful owners.
