Again, all the sanitation institutions in the city that are working with the hands of “bhangis and ballaz”, it seems that they are not to be under the control of any municipal committee. Stones are scattered on all the roads of the city, pits, ditches, and gutters are being dug, or no gutter is closed, not covered, or even flowing, or its water does not flow properly into the drains. In return, this matter is again on the Sindh government, who do nothing. The city’s cantonment board areas, from water tankers to maintenance funds and monthly payments, are put into the coffers of military institutions. However, when it comes to the repair and maintenance of sewers and roads, it is the provincial government that handles these tasks. However, let’s examine this further. There is no such thing as complete control, no audit, or inquiry that guarantees institutions are working better.
Some sewers, some areas, some roads are better, because their basic infrastructure is better, for example, the systems of Bahria Town are better, the roads and systems of Defence are better, some roads do not deteriorate due to the pressure of rain, the rest of the city is covered in dust and the entire city’s system is in disarray, who would not say that it is better to walk on the roads now, because there is nothing left on the roads except dust and smoke, if you drive a car, only polythen bags and road holes will be seen, and even open sewers. When it comes to encroachments on the roads, frequently the courts turn a blind eye again, which draw the government’s attention to encroachments, that these government bodies pay attention to the fact that people have turned five-foot shops in the markets into fifty-foot shops and everyone is trying to bribe the law enforcement agencies to do their job properly, because the government has no authority and whatever the law enforcement agencies do, the government belongs to them, they can do as they wish.
Unfortunately, the general public has not been informed of the details of any plan made after the 2020 rains, although such emergencies and such difficulties highlight the institutions working better and increasing their efficiency. After the rains in Karachi in August 2020, controversial constructions near and above the drains continued to cause local conflicts and no one took away these constructions and many buildings and mosques were also built over the drains and during the MQM era, these works were done overnight and no one dared to say that the drains should be cleared and open drains were declared the mother of all diseases, but despite this, no satisfactory work was done. People are still allowed to build on the drains, and no one is ready to touch the buildings, flats, bungalows, and settlements of the common people that have been dug up. Just take the example of the Gujjar drain; it has also been cleared with great difficulty, but the illegal people living there were again provided plots and assistance in some vacant areas under the law.
We are probably getting better now. Media sources say that the Sindh government will soon get new powers to manage cemeteries and other categories of final resting places. The Sindh Manzil Sukh Authority Bill 2022 apparently came under consideration in the provincial assembly and became a law that will bring important municipal functions under the purview of the provincial government. This is not an isolated effort. Over the past few years, many important urban, municipal, and regional functions have been taken over by provincial-level authorities and agencies. For example, the Sindh Mass Transit Authority has been given the responsibilities of the Traffic Engineering Bureau. The Sindh Building Control Authority is an expanded body of the old Karachi Building Control Authority, which works throughout Sindh. Instead of the KMC and the District Municipal Corporations (DMC), the Sindh Solid Waste Management Board handles waste management. The Master Plan and Environmental Control Department of the KDA, which has become a Master Plan Group of Offices, is now almost defunct. The Sindh Master Plan Authority is being set up in its place. Observers say the provincial government is using the institutions as a brand to remove people from the “Karachi and Muhajir” ethos and to reduce the functions, roles, and revenue streams of some metropolitan agencies and organisations. The KMC, the country’s largest municipal agency, is now virtually a formality. Similarly, the KDA, which had prepared two major urban development projects in the past, is practically inactive. The Lyari and Malir Development Authorities were considered growth corridors, where large tracts of land were allocated for sale. Both agencies have been monitoring suspicious land transactions since their formation in 1993. One example is the sale of a mega real estate on the M-9 motorway, which was recently ruled on by the Supreme Court.
In reality, the city is full of chaos. No one here shows any sincerity in the name of development. Whoever gets the chance washes his hands in the flowing “Ganga”. Everyone does politics of self-interest. All day long, there is only the politics of hatred. People are immersed in linguistic hate speech. Be it an office, a bus, a train, a hotel, or a school, college, or university cafeteria, there is only talk of provinces and dams. However, no such unresolved issue can be raised or said. The population of a city that lives solely on this fact is the reason why its people speak Urdu. Is it the national language, or do they not speak it because it is the language of Urdu speakers or immigrants, and because it is the language of communication, they now believe that the city has come under the control of their language? However, the demography of the city has changed after the 90s; people do not go to the Pashtun area, which makes it seem like they have come to KP. There are also some areas where immigrants themselves live separately. The city’s 4,000 slums are proof that the demography is changing even within the city. The city’s elite class feels bad about leaving the country and believes that there is nothing here. The rest of the muhajri leaders say that Balochistan province is uninhabited, so they should be given a province there. But the question is that they do not have the real mandate of the city, it is thanks to Hafiz Sahib who gave them seats in enmity with PTI, that when the election results came, they counted the seats and how many were left behind, whose names they had written down, who was going to be MPA and who was going to be MNA.
But for the sake of the city’s plans and development, those works that are for the benefit of the common people, the projects from which the common people will benefit, should be completed quickly, those projects that include clean water plants, roads, underpasses, bridges and other general welfare works, the completion of which will bring peace to the common people. But this MQM party only talks about its own interests and interests; they are neither locals nor immigrants. If they are locals, how did they become immigrants, and if they are immigrants, how did they become locals? Which is a big question. Therefore, the local people are only Sindhi-speaking people who have been living here for centuries. The rest of the city was built by the British because there was little resistance for them over here. The local Sindhi-speaking people were peaceful, belonging to the merchant class, mostly Sindhi Hindus (Christians and Jews or some other peoples who were not in the majority). The British also had the advantage that there was a “deep sea” so that large ships could anchor, and most of the people would not leave their cities and migrate. And even if they did, they would be educated and enlightened Sindhis. That is why the city was built here, and that is why they did not give importance to other cities in the coastal area that were also densely populated at that time, including Badin, Thatta, Golarchi, Sujawal, etc. Even the government should take care of the common man who may live with peace and prosperity.

Improve the performance of the institutionsRiyaz AbroHow are the institutions of Karachi disappointing their residents, and proving themselves to be failures because their performance is not up to the mark, they are only pursuing money-grabbing and corruption, this is also clear from the fact that no institution is working properly, the traffic systems are in […]

{"facebook_3859443944190656_798604363342440":"
[12,50

post-13804","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-articles","category-riyaz-abro
["GET
