Speaking at the Shanghai Cooperation Organization (SCO) summit in Tianjin, China, Putin emphasized that the West’s push to bring Ukraine into NATO was not just a minor political maneuver but a fundamental cause of instability in the region. According to him, the crisis in Ukraine was not triggered by Russian aggression, as often claimed in Western narratives, but by a Western-backed coup in Kyiv that disrupted the security balance in Europe.

In his address, Putin stressed that the NATO expansionist agenda was inherently provocative, particularly for Russia, which shares deep historical, cultural, and geographical ties with Ukraine. For Moscow, NATO’s eastward expansion has always been seen as a direct threat to its national security. Since the collapse of the Soviet Union, Russia has repeatedly expressed concern about NATO’s continuous enlargement, with several former Soviet states and Warsaw Pact members becoming part of the alliance. Ukraine’s possible membership, however, represented a red line for Russia, one that it was not willing to accept.

Putin reiterated that no country should seek its security at the expense of another. This principle, he argued, was being violated by the West’s policies in Eastern Europe. He claimed that instead of creating a balanced security framework that respected the interests of all nations, the West pursued a unilateral approach, one that marginalized Russia’s legitimate security concerns. By trying to pull Ukraine into NATO, Western powers effectively destabilized the delicate regional order.

From Russia’s point of view, the origins of the Ukraine crisis lie in the 2014 Maidan protests, which Putin described as a Western-backed coup against a democratically elected government. According to him, that event marked the beginning of Ukraine’s shift toward the West and its gradual distancing from Russia. The Kremlin has long argued that this political transformation in Kyiv was not organic but engineered with the support of NATO and the European Union, both of whom sought to bring Ukraine firmly into their orbit.

The issue of NATO membership has therefore become one of the most divisive and dangerous points in the relationship between Russia and the West. Western leaders argue that Ukraine has the sovereign right to choose its alliances and security arrangements. However, Moscow views such decisions differently. For Russia, Ukraine joining NATO would mean that Western military infrastructure, weapons, and potentially nuclear systems could be stationed directly along its borders, creating an unacceptable strategic vulnerability.

In his Tianjin address, Putin called for addressing the “root causes” of the Ukraine crisis rather than simply focusing on its consequences. He argued that sustainable peace could only be achieved by restoring a balance in international security, one that does not allow any nation or alliance to dominate at the expense of others. For Russia, this means halting NATO’s eastward expansion and recognizing Moscow’s sphere of influence in its neighborhood.

The Russian president also tried to shift the blame away from Moscow’s own military actions by insisting that Russia was defending its legitimate interests rather than engaging in unprovoked aggression. He portrayed the conflict not as an invasion but as a defensive response to years of Western encroachment. This framing aligns with the broader Russian narrative that the war in Ukraine is not just about territory, but about the very principles of international security and sovereignty.

Putin’s remarks also reflect a broader geopolitical realignment. By making these statements at the SCO summit in China, he underscored Russia’s efforts to build stronger ties with non-Western powers. The SCO, which includes China, India, Pakistan, and several Central Asian states, has become an important platform for Russia to promote its views on global security and to rally support against what it calls Western dominance. In this context, Putin’s critique of NATO was also an appeal to other countries that share concerns about Western interventionism.

The debate over Ukraine’s NATO aspirations has divided the international community. On one side, Western nations maintain that Ukraine should be free to determine its future without external interference. On the other, Russia argues that such moves endanger its security and undermine the stability of the entire region. This fundamental clash of perspectives has made diplomatic solutions extremely difficult to achieve.

While the war in Ukraine continues to cause immense human suffering and economic disruption, Putin’s speech highlighted the fact that the conflict is also deeply tied to broader questions about the future of the international order. Should global security be based on the dominance of alliances like NATO, or should it be shaped by multipolar arrangements that give more weight to regional powers such as Russia and China?

In conclusion, Putin’s statement at the SCO summit reinforces Moscow’s longstanding stance: that NATO’s attempt to include Ukraine is not only unacceptable but also a key driver of the crisis. By framing the war as a defensive struggle against Western encroachment, Putin seeks to justify Russia’s actions while pushing for a new global security architecture. Whether the international community accepts this perspective remains to be seen, but one thing is clear—Ukraine’s NATO question will remain at the heart of the geopolitical confrontation between Russia and the West for years to come.

Russian President Vladimir Putin has once again linked Ukraine’s potential membership in the North Atlantic Treaty Organization (NATO) to the roots of the ongoing conflict in Ukraine.
