The initiative was officially launched at a government hospital in Hyderabad, marking a major milestone in modernizing civil registration and vital statistics in the country.

According to the spokesperson for the Chief Secretary of Sindh, the historic event took place when a newborn baby, delivered at the hospital, was digitally registered in the national database on the spot. This meant that the child’s legal identity, including the issuance of a birth certificate, was completed within minutes of entering the world — a service that until now required parents to go through lengthy and sometimes costly manual processes at local government offices.

Chief Secretary Sindh explained that this digital registration is part of a broader project aimed at revolutionizing how births are recorded across the province. The program is currently being implemented in 36 government hospitals and 13 private healthcare facilities throughout Sindh. These facilities are now equipped to immediately register newborns digitally, ensuring accurate, secure, and timely entry of data into the National Database and Registration Authority (NADRA) system.

What makes this initiative even more remarkable is the government’s decision to completely abolish all fees for birth registration across the province. Parents, regardless of income level, can now have their children’s births recorded free of charge. Officials hope this measure will remove financial barriers that have previously discouraged timely registration, especially in rural and underserved communities.

The project is the result of close coordination between the Sindh Health Department, NADRA, and the Local Government Department. This inter-agency cooperation ensures that the process is smooth, secure, and integrated into the broader system of public records. Health workers and administrative staff have been trained to manage the digital process, which eliminates the risk of lost paperwork, reduces delays, and prevents fraudulent entries.

Experts in governance and public health are praising the move as a game-changer. According to development specialists, having accurate birth records is essential for a variety of reasons: it secures the child’s legal identity, enables access to essential services like education and healthcare, and plays a critical role in national planning by providing reliable population statistics. In the past, under-registration of births in Pakistan — especially in rural and marginalized areas — has led to serious gaps in social service delivery and policy-making.

The digital birth registration initiative also aligns with the United Nations Sustainable Development Goals (SDGs), particularly Goal 16.9, which calls for providing legal identity for all, including birth registration, by 2030. International agencies have long emphasized that universal and timely registration is a foundational step toward ensuring human rights, improving governance, and fostering inclusive development.

In practical terms, the process works as follows: when a baby is born in one of the participating hospitals, medical staff collect the necessary details from the parents, such as the baby’s name, date and place of birth, and parents’ identification numbers. This information is then entered into a secure NADRA-linked system, which generates an official digital record instantly. Parents can later collect a printed copy of the birth certificate or access it through online government portals.

Removing the registration fee is also expected to significantly boost the number of early registrations. In many cases in the past, families in low-income communities either delayed registration or skipped it altogether because of the combined burden of fees and travel costs to local government offices. By making the process both free and hospital-based, the government hopes to close this gap.

Officials further noted that the initiative is being rolled out in phases, with plans to expand to all hospitals and healthcare centers in Sindh within the next few years. The long-term vision is for every child born in the province — whether in a major hospital or a small rural clinic — to be automatically and digitally registered at birth, with their legal identity established from day one.

The success of this pilot phase in Sindh could serve as a model for other provinces in Pakistan. Punjab, Khyber Pakhtunkhwa, Balochistan, and Gilgit-Baltistan may soon consider adopting similar systems, potentially transforming birth registration nationwide.

In a statement, the Chief Secretary emphasized that the government is committed to ensuring that no child in Sindh remains invisible in the eyes of the state. “Every child deserves a legal identity from the moment they are born. This is not just an administrative reform; it is a promise to protect their rights and ensure their access to opportunities throughout life,” he said.

This historic first in Hyderabad represents more than just a technological upgrade. It is a symbolic shift toward a more inclusive, efficient, and citizen-friendly public service system — one that recognizes the importance of identity from the very first day of life.

If successfully implemented across the province and eventually nationwide, Pakistan could witness a future where delayed or missed birth registrations are a thing of the past, enabling the country to move closer to global standards in civil registration and human rights protection.

In a groundbreaking development for Pakistan’s public service sector, the country has recorded its very first digital birth registration carried out immediately upon the birth of a child.
